Will the 2 "out" lines work for "TV headphones" and regular speakers (with no amplification in between)?

You do need an amplifier, unless your speakers and headphones are amplified already.

Does this device allow one to connect, say, 2 different CD players to the amp and switch indifferently between the two, one signal at a time?

Yes. If you read the other questions, the connection is explained. Any 4 RCA sources to one Amp or reversed such as single CD player to 4 different amps.

What is the maximum recommended cable length for the output, since it is passive?

That’s hard to tell. Depends on your cable and your tolerance of signal degradation.
