Q: Is this ok for warm weather ?

I definitely wouldn't wear it for warm weather. It's very cozy and if you're looking for something for cold weather I definitely recommend. I've been warm outside in the teens and 20s with as little as a tee shirt under it, but it can be uncomfortably hot above I'd say around 50 F.

Q: Whats the weight limit of the pet?

Do not know formally. But I have a little eskie and cats. I think the cats are small enough but totally disinterest except for nap. The space does have enough room for typical hard cover book. Really good on cold days for draining pets.

Q: How tall is the hoodie or blanket? Like say I'm 5'6" would it be at the ground or at my ankles?

I'm 5'10" and it comes down past my knees about half way down my calfs. My partner is 6'5" and it comes to around his knees. My youngest is 5'4" and wears it all the time and I'm not sure how far down it goes, but I know it doesn't drag on the ground. I'd say at 5'6" probably just above ankle length.
