Yes, the leaf can be popped in and out of the suction cup.

Q: What material are these leaf made of?

I don't know exactly what type, but is appears to be some kind of a soft synthetic fabric that has a waterproof coating. It is smooth and flexible with a thin encased wire that runs down the center so that it sticks out flat. However the wire easily bends so that you can make the leaf curve up or down.

Q: Will the material rip betta fins?

The material is very soft, flexible and smooth with no sharp edges. There is a very thin wire encased in the botton of the leaf that holds it out flat in order to support the fish. I keep two leaves attached side by side and slightly overlaped in my tank for my Betta. He sits on them daily and sometimes just likes to hover underneath them for cover. He has long beautiful fins and has never sustained any damage.
