Yes. It can be mounted through the hole or you can just use the thrustmaster ferrari clamps.

Q: Does this include the shifter attachment and other attachment pictured?

Yes, the Shifter mount and the drink holder are included. I will also let you know that you will probably need to have a drill and 7/16" bit to enlarge a few of the holes, they are off enough to not line up correctly (I had about 6 I did this too). Have someone to help you with the final setup, it will help a lot. Also the steering wheel base mount is a bit flimsy and the adjustment brace on the back of the mount is not manufactured properly. I did metal working throughout my life so I dealt with these wrongs. Good Luck!!
