Is the a strong an acid or base ?I need alkaline cleaner.Also,is this effective for galvanced metal paint preparation?

I use it to clean all the parts on cars I restore as one of the steps to prep for paint. It works good. I do a final wash off and the add the rust preventative. But you may not need that on galvanized metal.

is it better than acetone for cleaning metal?

Yes and no acetone will clean better but will not etch bare metals to paint. I used this product to clean and etch bare metals to get it ready for paint.
