Q: How does this fasten? Or do you have to pull over the head???

Kathleen, the facemask fastens via velcro in the back. It's a wrap around model. The Velcro allows some adjustability in circumference.

Q: My dad has a 24" neck and could barely close seirus' combo scarf. will this fit him? if not, what will??

Doubtful. Mine measures 22" accross fully opened

Q: How breathable are they? I realise that they have perforations, anyone wear it on a bike (with pedals) or exercising just wondering if I'll suffocate

I think it breathes just fine in my opinion. I bought it for motorcycle riding, but I'm sure it would work great for bicycle riding too. It will keep your face warm though. I hope I was helpful. 

Q: can be used on summer?

I haven't tried it, but given the Neoprene won't "breathe," it probably is much too hot to wear as a summer accessory.
