Q: Is there a waterproof rain cover that you can purchase for this day pack?

I have carried this often without a cover. Never a problem. No cover comes with it.

Q: Is the green a neon/bright green?

It's a bright light green. Not so neon.

Q: Does this bag have a chest strap? The picture listed does in Pink, but the customer picture doesn't seem to show 1.

And the chest strap is adjustable up and down about five inches so you can raise and lower to cross your chest exactly where you want it to

Q: Would this work for a college student carrying heavy books, binders, etc around campus?

I wouldn't recommend. It is wider on bottom and narrow towards the top and not wide enough to carry binders and books. it is pretty lightweight in construction, so not recommended to carry books.
