Thanks for your kindly question. The full length of the underskirt for wedding dress is 40inch(from waist to floor length). The elastic waistline is 22inch, and it can stretching up to 33inch.

Q: Will this fit a size 18-20 pants ?

It will but you’ll only be able to tie it shut, the Velcro wouldn’t close on me but still worked

Q: Will this fit over a 6 hoop petticoat?

I’m going to say yes even though, I haven’t tried it ☺️ and the reason I’d do it, is that it’s all tool ( except for the waist cinch). That being the case it should allow it to move more and add extra layers of fluff.
