No. You would need to write custom software for that. The software provided is intended for arduino.

Does the arm enable simultaneous control of multiple/individual servos via position + velocity commands over serial (ie. rpi3, arduino)? Documention?

As far as I no the power supply will only allow 1 servo activation at a time. I think the engineer who designed this arm could upgrade necessary components to allow simultaneous control of servos. At what cost is anyone's guess, but I would like to see search an offer.

Yes. They give you mapping for the serial on their board or you can get your own servo board for pretty cheap.
