Q: How do I put them on, what does the chain and vinyl do?

I'm not sure...I bought them for my niece's boys a couple of years ago. I know the leather strap goes across the front of the boot or shoe to hold them on, not sure about the chain...maybe across the front also for looks. Hope this helps.

Q: would they fit a size 15 boot?

I attached them to a size 12 (US mens) cowboy boot heel. They required some bending in order to fit around the sides of the heel

Q: Do these spurs mark up wooden floors?

They are metal. So if they are hitting the floor hard enough they would leave a mark.

Q: do they fit men's size 8 boots?

They probably will. I wear a men's size 12 boot. I had to put them in the vice grip and just bend them just slightly so they could fit on the heel of the boot.
