Q: Does the hat have a supension system inside? Where is it made?

It is made in Vietnam, and no, it does not have a suspension per se inside the hat. It has a very poorly glued 1 1/2 inch velcro-ended (the adjustment) vinyl band around the inside of the hat. When I received it, the first thing I did was to wear it unadjusted, and it was too big. So I adjusted it using the velcro ends, and the band virtually came loose from the inside wall where it is glued on. I could feel it come apart and loose on my head. The velcro held the 2 ends so tightly that the glue fails to hold the band securely around the the inside of the helmet. Apart from the poor glue, the band is stapled to the wall of the helmet in 4 places with very thin light split cotter pins, of which one came apart from the wall; when I tried to push it back into the helmet, the split cotter pin was so thin it just bent and wouldn't fit back into the hole. Although this helmet looks nice from a distance, it is of very poor quality and is not worth the $31.40 Prime price.

Q: Can you dunk this in water to keep cool, or wear it in the rain?

I haven't dunked the hat so I don't know if the foam core would hold up, but I would not hesitate to wear this hat in rain, at least occasionally. If I needed to wear it frequently in the rain (eg on tour to a rain forest) I would spray the fabric with waterproofing silicon first, like I would with hiking boots.
