Is this wrap the same as mylar?

It is a good grade cellophane clear wrap. Mylar to me would be shiny and not see through.

Is this quality good?

Yes, I believe it to be good quality. I have made two gift baskets with it so far and it did not split. It seems sturdy.

Is this Real Cellophane or is this made of plastic?

It is a good grade cellophane to warp gift basket in. It does not easily tear

Is the size 31.5inch received?

Yes, but its folded in half so you have to unfold to use it. It is really nice cellophane. Was kinda strange to measure out but once I figured out how to separate it, the wrapping was easy. I would buy again
