Q: Can I use the lamp while charging?

Yes it shines bright while charging and it holds a charge for quite some time. I love this little bugger!!

Q: Bought in December as I am visually impaired, it just quit working, any troubleshooting ideas?

It may not be charging. Check the power cord to make sure it is plugged into the lamp and also into the power socket that goes into the wall correctly.
