It can spin but it spins hard, by design. Depending on the weight of the artwork, you could probably customize it to work.

Probably not, since part of it has to be screwed into the back of the dartboard. Could damage electronics. It's meant for bristle boards.

Yes, you could move it 360 degrees. I don’t think you could “spin” it since that’s not what it’s designed for, but it does allow for easy adjustment over 360 degrees.
