Q: is this adjustable, or does it have a certain measurement?

The pith helmet shell is rigid, but there is an interior, adjustable band that can make it smaller by approx. an inch.

Q: Can the strap across the top front of the brim be pulled down and out of sight? Or is it pinned to the brim and unremovable?

You can pull it down and it's a chin strap...so cute. You also can pull it off your chin and hide it inside your hat if you want to. It's a great hat.

Q: is this too large for a small 8 year old boy?

I'd say yes. It fits me a 36 year old male fine but would probably be too big for an 8 year old.
