Can the bracket be mounted to 31.8mm bars?

The universal mount fits 22.2/25.4/28.6/31.8mm

What is the Weight limit?

The basket is reinforced at the bottom and probably will carry anything you can place in it. However, it will depend on how stable your bike is with the kick stand down, as a lot of weight in the basket could tip some bikes over.

Can I attach to a electric bicycle

Does it have handle bars? That’s what it attaches to.....

I can’t keep the bracket from slipping with the weight of basket. I even used the plastic spacer and rubber strip. Any suggestions?

Mine doesn't slip but if I were you, I would tape 2 small pieces of sandpaper together (sand facing out on both sides) and slip that in there. That should grab and hold on.
