What can be done if a group of these cause such a water hammer effect that the entir building. Water arrestors improved

I have one of these but don't know how to increase the flush time / water qty. i was on hold with a/s 30 minutes no luck. anyone have any suggestions?

Item description says battery is included, but technical details says it is not. Which is it?

Does this come with a battery or is it actually not battery operated as it says in the description ? Thanks
