What's the difference between the garlic cellar and the garlic keeper?

From what I can see, the garlic keeper only holds at most two whole garlic bulbs, while the cellar can hold 4 or so, depending on size of bulbs.

Does it stop garlic from stinking up my whole kitchen?

I dont smell garlic in my kitchen and this is on a shelf in my kitchen. Maybe the garlic you get is just really good.

Can you only put bulbs in this or can I put opened bulbs in this too?

You can extract some of the cloves, but any remaining portion of the bulb or individual cloves you put in the keeper should have the peel still on.

Where can I store jar to keep the garlic from going bad ?

It is the storage. Mine just sits on the counter. If you don't use a lot of garlic, don't buy a lot. Anything goes bad after a while. Don't refrigerate.
