They have the silicone ear piece with the foam covers.

Are these good for normal earbuds or specifically the headset?

These are specific to the voyager legend and 5200 series headsets. Possibly others with the identical twist lock connector. They will not fit to the typical earbud on most headsets.

What is sml size? what is the difference bet small size & sml size?

I’m not positive, I bought the small size, but I believe the sml means, small ,medium , large, and that the packaging comes with one each instead of 3 small. Hope that helps.
