Are these lights waterproof

Hello, actually they are GU10 light connectors-sockets, no lights. They are not waterproof, they are not low voltage also.

Do these sockets have holes so that they can be mounted to a fixture? And if so, center from hole to hole?

I have a can ceiling light were the MR16 bulb is mounted in the fixture and the ceramic socket and the wires are "flying." The old socket burned up. There are two screws in the socket about 11/16" center-to-center. Maybe you could take the assembly apart. If your light bulb is supported by the socket, I think you need a different type of socket. 11/16

Can the lead wires be replaced with longer wires?

Yes, the wires are terminated in a plastic terminal strip with screws holding the wires on both sides so you can use longer wires as long as you have terminals to land the longer wires or use wire nuts.

These sockets are rated 250V, do they work for 110V circuits?

Yes, 250V rated devices work on 110V found in the USA. Europe and other places have a standard voltage of 220 or 240V. The sockets work on any voltage less than or equal to 250V.
