This publication is available in digital version FREE OF CHARGE directly from the FEMA Emergency Management Institute (EMI) website. Even better, if you want a really excellent guide for emergency planning, google Comprehensive Preparedness Guide (CPG) 101: "Developing and Maintaining Emergency Operations Plans", which is also available FOR FREE from FEMA.
