Will these fit an Oakley 9-eye boot?

My boot has 8, and still has extra inch or so. So I believe it will be fine with 9 eye.

Do they come with laces, if not what size laces are needed?

No, they do not come with laces. You use the laces currently in your boots. The number of holes on your boot generally corresponds to the lenth of lace you need. Shoe store, lace package, or even online search should be able to answer that for you. Hope I was helpful.
