Dead on Arrival
Initial tests showed that the spinner was recognized as a USB pointing device, and the left and right mouse buttons worked. However no mouse movement data was detected. Tracked it down to the interface between the board and the rotary encoder. No quadrature signal at all. A quick measurement of the connector indicated that no power was being supplied to the encoder. Very disappointing experience overall. Hoping this was just a one-off quality control issue, though.
