No it's not. It has to do with the grade of material and stitching of the jeans

Q: Our plant requires nfpa70e and nfpa 2112 rating. do these pants meet both these standards?

Yes they do. labels are on the jeans.

Q: The product description says they are fr, however there are no tags on the jeans identifing them as fr rated? why is this?

Wrangler FR jeans have several bright orange diamond shape tags saying FR or HRC2. Also look at tag inside pants it also states FR

Q: Are these factory seconds?

They do not appear to be- very nice if you are looking for rugged work clothes
