can this pulse 12v , would it be ble to pulse 12v injector for cleaning ?

The voltage of your injector is between our controller voltage range (10~55V). If your injector is with a DC brush motor and the rated current is below the 60A, HARMNEE pwm motor speed controller will fit for your injector. The rated current is equal to the rate of power divided by voltage 12V.

Why is there a 3 way switch for this?

one is for turning off the motor and the other two are for forward and reverse.

Can it be used with arduino to control motor speed and direction?

I can't imagine why not as long as the Arduino project meets the volt and amp capacities of the Controller.

Lemon? Two right most terminals wired to 20V battery but the voltage across the two left most terminals always 20V no matter the % of pot adjustment.

unplug the pot and connect a meter to center leg and either side legs and check ohms clime as you turn the knob. Make sure all connections are correct. If pot works then controller is bad.
