Q: Is this a one time use package or can the battery simply be changed and reused?

It can be used more than once. The battery lasts for a while. But unless they've changed the design you can't change the battery. I've had some years and batteries are still working fine

Q: how do you use the product? Is it soil only?

Yes it is to ship clones and the LED light is already in it, and is ready to turn on and will grow while shipping. LED has a battery and works when you get it. Its been a pretty good seller for us. Thanks H2hydro
