Q: Product selection includes a 3-season and 4-season. What are the differences in specifications for the higher priced 4-season one?

I'm not positive, but my guess would be that the 3 season does not have sealed seams (therefore not totally waterproof). I got the 4 season and it does have sealed seams. I was totally dry after a one night trip where it rained all night (9 hours straight)

The front vestibule of this model 3F backpacking tent closes with a zipper.

Q: Are the inner accords attached (permanently sewn) to the rain fly?

The inner accords is the same meanings of the the inner tent? If my understanding is correct, then the inner tent is sewn with the rain fly permanently. Hope this answer can help you~.

Both 3 and 4 season tents are double-walled. The cheaper 3-season’s inner is made of insect-proof mesh which makes it lighter and better ventilated (so cooler). The 4-season inner is mostly solid material, heavier but better insulating (thus, warmer). Either version will handle condensation better than a single-wall tent, but they will be heavier.
