Absolutely, the Wacom One will work as an external display for your computer. It can be set as the only active display, a duplicate, or extended.

Do you need to attach the one with a screen to a computer?

Worth noting, you can also attach it to certain Android phones such as Samsung devices that support Dex. But the device is not stand alone, and has no operating system of it's own. It has to be plugged into something to work properly, be it a computer or phone.
