Is there a way to thin this glue and still have it hold flower soft product?

Mix it w/ a little of Elmers School Glue. I had the same problem. I also decided to go back to Tombow - Mono Multi Liquid Glue, 0.88 ounce, Liquid. It gives you the effect you want.

Does this look like snow on the card after its applied?

Sorry to say it does not. Flower Soft Glue is to be use w/ the flower soft product that looks like ground up erasers :) It's not a bad product but I've use better.
