Can this be set to create jpeg files?

Yes, scans to jpeg and then you join the pages to pdf if desired.

What is the dpi for each scan with the Aura? Would this work well for quality scans of photographs (especally old photos in concave glass frames)?

Hello, the DPI is 240. It is not recommended to scan photos in concave glass frames. Please check the product information: Sensor HD CMOS lens Pixels 14 megapixels Resolution 4320*3240 DPI (by default) 240 Scanning Range Single sheet ≤A3; bound books ≤A4 Scanning Speed Single sheet ≈2.0sec/page; bound books≈2.0sec/two pages (differs due to lightings) Maximum scanning thickness 420×297 mm: supports 16 mm 370×260 mm: supports 30 mm Pre-scan Time 0 seconds Image Format JPG Color Bit Depth 24 bits

Why won't these people offer refunds on this scanner? I've tried and tried and they refuse.

Because they are based in China

Scanners and cameras have a maximum possible resolution. What is the max for this scanner?

Hello, thanks for your interests in our products.Aura-B resolution is 4320*3240,and the DPI(by default) is 240.For more comparision, pls go to our website for further info,or contact us via the support email on CZUR website. Thanks.
