How are these fins different than the Aquafina that attach to your ankle? Do you need both?

I'm unfamiliar with the "Aquafina" fins you referenced in your question. This listing is for a bundle which includes the Aquastrength Bells (handheld), barbell and lower body fins/cuffs. The bar itself is 3ft in length. The overall length of the barbell end to end is approximately 44".

Does this set include seven pieces 2 find.2 bells, the bar and two bells for the bar? Or is it just the 2 fins, a bar and the bells attach to the bar

The Ultimate Bundle includes the following (pictured) items: 1 pair of training fins, 1 pair of handheld bells, 1 complete barbell (bar with specific barbell designed bells). Once the barbell is assembled it is not intended to be taken apart.

What depth water does this need to be used in?

You should be able to preform all upper and lower body movements with the water at chest level. You can of course alter your stance to achieve this in most shallow pools. The equipment can also used in deep water training (with floatation belt) but that would require additional water depth.
