Q: Have the shorts a button fly

Yes they have. I find them very comfortable.

Q: Does the elastic waistband hold them up or do you need to tie the drawstring to keep them from falling down? Is the drawstring also elasticated?

The waistband is elasticated so will hold up shorts without using the drawstring. The drawstring is made from the same jersey as the garment so it does have a bit of stretch. The sizing is excellent M = 34” waist and very comfortable to wear.
