Yes, it does. I added a slim, but firm spongy material to keep the laptop from touching the bottom of the bag. The material is something that I received as packing material on another order.

TSA doesn't approve bags. Carry-on policies are set by airlines and can vary a lot. I have used this Samsonite bag both as a carry-on and as a personal (under-seat) item with no problems. But, check your airline policies - Frontier, for example, has resorted to aggressive size-checking at the gate with punitive extra charges if your bag doesn't qualify.
