Can the toys attached be changed?

yes they can. They are fastened on with plastic rings that detach. I bought more rings and fastened them together and then added a toy, so that they were a bit lower. Hope this helps

Is this pvc-free and bpa-free?

Are the ball standa steady on the floor or carpet?

I use mine on both carpet and wood floors. Very steady on both.
