Not in the slightest. Something is wrong with the connection or the mouse. Are you by chance hooking this through a passive or active USB hub? I have found sometimes this causes issues. If it is not an issue with the connection on your end (or settings related which I dont know how it would be), it's an issue with the mouse. Amazon or Sentey will help you do a return.

Q: Can you program the scroll wheel tilt as keyboard keys?

Yes, you can create macro keys and assign to wither left or right scroll wheel tilt, but you need to do it thru the software. Thank you

Q: is this mouse good for fps games such as csgo?

With the default driver that installs, this mouse has some built in acceleration. However, I have been using a custom driver overlay that definitely makes this mouse much better now for CSGO since I can set a simple static post-scale x/y sensitivity. Google Search "new method for mouse acceleration" and go to the first link for the blog. There you will find you can click the link to download the latest test build which is rather easy to install. You can also learn more about how the GUI works by looking at the link in the readme text file for the software and watching Kovaak's mouse accel videos on youtube.
